Tax rules explained
When is EPF Withdrawal Taxable?
Provident Fund is designed as a long-term retirement savings scheme. Under Rule 8 of Part A of the Fourth Schedule to the Income-tax Act, 1961, accumulated EPF balances become fully exempt from income tax only after you complete 5 continuous years of service.
The 5-Year Continuous Service Rule
Continuous service does not mean you must stay with the same employer for 5 years. If you switch jobs and transfer your previous EPF accounts to your new employer using Form 13 (online member transfer), your service across all employers is added together. If the combined total reaches 5 years (60 months), your withdrawal is completely tax-free and exempt from TDS.
If service is interrupted without transfer, each account is evaluated independently, which often triggers unexpected TDS deductions.
Section 192A and TDS Thresholds
When service is less than 5 continuous years, tax deduction at source (TDS) is governed by Section 192A of the Income-tax Act, 1961 (and Section 392(7) of the Income-tax Act, 2025):
- Withdrawal ₹50,000 or below: No TDS is withheld, even if service is under 5 years. However, you must still declare the amount in your Income Tax return under "Income from Other Sources".
- Withdrawal above ₹50,000 with PAN: TDS is deducted at 10% of the total amount.
- Withdrawal above ₹50,000 without PAN: TDS is deducted at the maximum marginal rate of 20% under Section 206AA.
- Partial Advances (Form 31): Non-refundable advances taken while in service (for home purchase, illness, education, or marriage) are not subject to TDS under Section 192A.
How Form 15G and 15H Stop TDS
If your service is under 5 years and your withdrawal exceeds ₹50,000, you can prevent EPFO from deducting 10% TDS by submitting Form 15G (for individuals under 60) or Form 15H (for senior citizens).
To qualify for Form 15G, your estimated total taxable income for the financial year (including the taxable EPF withdrawal) must be zero or below the basic tax exemption limit. You can upload a PDF of the signed Form 15G directly on the EPFO portal when submitting your Form 19 claim.
Important Prerequisites Before Withdrawing
Before submitting an online claim, confirm your UAN status:
- Your employer must mark your date of exit on the portal. If pending for over 2 months, read how to self-mark in our Date of Exit Guide.
- Ensure your PAN is verified to avoid a 20% penalty deduction. Learn the steps in our PAN Not Verified Fix Guide.
